Downtown Development District (DDD)

Smyrna isn’t just “Open for Business.” We’re ready for business.

In 2016, Governor Jack Markell announced the Town of Smyrna’s designation as a “Downtown Development District,” a State-supported, competitive grant and loan opportunity for growing towns. Smyrna was just one of five towns to be selected.

Property owners in the designated Downtown Development District areas are eligible for a variety of incentives from the State of Delaware, Kent County, and the Town of Smyrna. The most valuable of these incentives is a rebate of 20% of the construction costs from the State of Delaware for qualifying construction projects over $25,000. The Kent County Levy Court will match up to $10,000 for each awarded DDD grant, and the Town offers a variety of complimenting incentives relating to permit fees, impact fees, utilities, and more.

DDD & Incentives Community Event

The Town of Smyrna and Delaware State Housing Authority held a DDD and Incentives Community event on November 1, reviewing the DDD programs and many of the stackable incentives offered from the state, county and town.
